Something can have decreased the ability to push or pull the line. This means that it takes more time before the voltage level of a line is that what you want. A good CIA will change the value within 100 nanoseconds but if a bad one needs several microseconds, you can imagine that the other side of the line already starts to read the value when it hasn't changed completely yet.
But such a thing can also happen at the input side: it takes some time to transfer the signal from the pin to the register that is read by the CPU. In this case the CPU simply reads the wrong value.
