Yes, you can read it with almost any EPROMmer but you have to make a ?????. 
$%^&* Forgot the english word and cannot find the dictionary. Anyway, the PLA 
has a different pinout i.e. is not pincompatible to any existing EPROM I know 
of. So you take two IC-sockets and connect the pins as needed. Which input pin 
goes to which addressline and what output pin goes to which dataline is not 
important as long as you remember which funtion each pin has. Put the PLA in 
the top socket and put the other scket in the EPROMmer. You can start reading 
now. The next and most difficult task is interpreting the data you read.
