It's an LhA archive which can be unpacked with:

  lha x atmon.lzh

LhA is the standard packer on amiga systems, but it's available on
just about all machines, including our beloved 8-bits. LhA unpackers
are also known as lhx and deice (as shipped with quake for the PC).
