This is exactly as I see it, too. Look at the cbm4linux code: There,
this is not used either, as the length of the bytes to be transferred is
known beforehand (look at cbm_raw_write function in
kernel/cbm_module.c: The EOI is handled inside of wait_for_listener()
with an appropriate irq_count).
But remember: If something is sent with an ATN, there is no EOI signal.
This is an error I made myself. :-)
