It is a 74LS154, 4-to-16 demultiplexer.

Try the one that can be found in the 8032 section of FUNET. It isn't the
same but the principles are. But before blaming this board, first check the
digital signal with a scope. Anothe thing you can do as well is to solder a
small interface cable that enables you to plug an CGA- or MDA-monitor to it.
The picture won't be nice but at least it shows you if the video is working
at all.
