No, but there is a (partial) conversion table for Unicode available.
Unfortunately, Unicode is lackin several of the graphics characters
from PETSCII, so it is impossible to do a complete translation.
I used the conversion table when I wrote the CGI program I use to
present D64 files on the web (showing directories and allowing
individual downloads of files from the image), but I had to use some
approximations for the characters that weren't available.
