What you want is www.6502.org.  It has full documentation on the 6502
(under "Datasheets Archive"), and also at least one disassembler.
That'll take the drudgery out of decoding the ROMs.

Or you can google for "C64 ROM Disassembly", and take advantage of
someone else's hard work.
