    I presume this means that the red LED lights up for a few seconds and then
    goes out. Same for the motor, it turns for a few seconds and stops. If so
    the computerpart most likely should be OK.
    
    The first thing I would do is to replace the 7406 and 74LS14 you'll find
    near IEC-connectors. These IC's buffer the signals from/towards the
    computer. If these are brooken, the 1541 won't even "hear" the computer and
    thus never will respond to any command at all.
