BTX graphics capabilities

I recently came across the following pages, about the Austrian MUPID BTX
decoder and home computer:

The character set looks very similar to the one used in the first
Commodore BTX decoder (large version, not by Siemens). The photos of the
circuit boards show a 40 pin Philips chip near the video sockets. Does
anyone have any more info about this computer? I'm wondering whether the
CBM BTX decoder uses a similar graphics chip.
