REU is also clocked to 1Mhz regardless of turbo. I ran into this with my crypto projects. At 1Mhz the REU is an accelerator for crypto math because I can precompute multiple tables and then DMA them on demand way faster than the 64 is running. This is faster than the CPU up to around 16Mhz or so, after which the gains evaporate. It seems to me at a glance that any external memory should still be able to meet the demands of a 48Mhz clock so I assume the underlying OS is not a flavor that can meet this QoS.
