Just to follow up on this. I exchanged a few more emails with the fellow and it runs out he had 100ns PROMs. He contacted Jim and Jim sent him some new, slower PROMS and that took care of the problem. That is great customer service Jim!

I guess the C128 had as many interesting timing problems as the C64 itself.

I will also echo that there are sometimes problems with FLASH ROMs.  I created ROM-el to replace EPROMs, but I still source and use EPROMs for flat C128s.  Evidently, the -55 FLASH ROMs I was using are just too fast for the C128 logic. -12 EPROMs have had no issues.
