The fact that the screen is clear means that the VIC chip, the CPU, the
character ROM, and part of the kernal ROM are working.

The sytem has hung before Basic initialized.  This would mean either
the kernal ROM, Basic ROM, or not enough low RAM are working.  This
could also include the logic chips that control the RAM, UC1, UC4 and UD3.
