Are you 100% sure that the monitor is otherwise stock? I.e. no
component values different than a regular 12" PET?

Don't tell anyone, but if the monitor in a 12" PET is able to sync on
both 15kHz and about 20kHz without needing readjustment we might get
our monitors robbed off by vintage PC enthusiasts looking for a way to
use their EGA boards :)

Btw if you would want greyscales you could probably just copy the
circuit from any monochrome analogue monitor or B/W TV set. I would
actually had suggested using the electronics from some B/W monitor or
TV set, but that was assuming that the 20kHz 12" PET monitor wouldn't
work with 15kHz.
