The 65XX series was designed, in many ways, to better the 68XX series.   
6821 ->6522, 6850 -> 6551.  My theory is, at the time, MOS wanted to 
show Motorola that the little "rag tag" group could take any 68XX 
design, improve it, cost reduce it, and deliver a better, cheaper 
option.  Adding this capability to the 6551 seems in line with that 
theory.  They didn't have to have a specific use case for it, just 
enough to suggest it could be useful.
