Could one use the 23XX Adapter design I created to sidestep the issue? It uses a '138 to allow any combination of up to 3 signal lines being either high or low to enable the EPROM. That would allow flipping the polarity of the NOROM signal. It might be overkill on this specific use case, but perhaps not.
