The 1791 chip is certainly a floppy drive controller chip.

The pins also indicate apple2-  The eprom card has address pins that line up with the apple2 expansion slot.  

I believe that's a /CFFF circuit on the ROM card, which would control banking of the ROM's data in the (small) rom space on the apple2.

 

Ruud, have you had the chance to dump the ROMs yet?  It's possible that the ROM card is a driver for the fdc or completely unrelated.  IIRC there was a shugart bus 8" floppy controller or two on the market back in the apple2+ days, but they required a pre-boot floppy in a standard apple drive
