I'm pretty certain it's correct. Take a look at the disk reference 
manual, pages 46 & 48. The normal location of the BAM starts at track 1, 
sector 0 and the directory header is track 0, sector 0.

I only started investigating this last night using your EMUTIL program. 
I modified it to extract individual tracks and track 0 matched the 
structure in the reference manual.
