It is used with -02 ROMs (and above) for:

1. setting the TA counter of CIA1 for the ticker timer.
   Note that the timer will be set to 60 Hz in both cases.
   It is just that the timer value has to account for the different
   clock frequenceies of Phi2.

2. in the RS232 routines to determine which table of timer values to use
   (PAL/NTSC) for the baud rate

Otherwise, it is unused.


In the -01 ROMs, the flag is not even set. It seems the location was not
even defined with -01. ;)
