Would it be sufficient to run the Kernal ROM through a tool
like Recomment? At least it tries to convert all addresses to
pseudolabels, even if you won't have the slightest clue which
part of the code does what.

I have used Recomment with great success to relocate and extend
a couple of programs. The code it generates will easily assemble
in e.g. DASM.
