I have an Advantech LabTool 48UXP, which has exactly that - Vcc
adjustable between 2.0 and 6.5V - in what increments, I haven't really
tested, but at least 0.25V maybe even smaller.

Though this sounds like a problem with the support circuitry around
the EPROM array, and not a data integrity issue within the array
itself. Something like a blown sense amplifier or a shorted output
buffer / pad driver. Somehow I'm inclined to think it's the latter,
in which case there's little anyone can do to save the data without
physically cracking open the EPROM case and sticking a test probe
on the bare die. And even then...
