Try your local Stationary or business supply store.  They may be able to
order them for you.

You do need to use a good quality disk if you are going to use DD disks.

Also, after disks (or any magnetic recording medium) have been rewritten
many times, they build up a residual background signal that may interfere
with being read. 

The fix is the bulk eraser.  If you bulk erase your disks after a lot of
use, especially if you change formats, they will perform significantly
better.
