The 8701 is the same in all systems that use it.  Three things are different
between PAL and NTSC systems:

* the clock divisor setting (a jumper next to the 8701 or MC4044)
  - bus clock = colour clock / 14 on NTSC
  - bus clock = colour clock / 18 on PAL
* the video chip
  - 6567 for NTSC
  - 6569 for PAL
* the RF modulator
  - the SX-64 probably doesn't have one, but its built-in monitor probably
    only knows one TV standard

Many fastloaders work on PAL or NTSC systems only, not both of them.  The
50 or 60 Hz input to the 6526 Time of Day clock shouldn't make big difference;
very few programs are using the ToD clock.
