If I understand you correctly, you write to these new registers AND the VIC?
Why, if I may ask? Why not ONLY the new registers, then you can be sure that
the VIC doesn't do any funny stuff.

In that case use $D07E en $D07F. IMHO using a CPLD means you can pick almost
any address you like.
