I believe the Outlook setting is just a preference for writing new
messages. If you're replying to a customized message in HTML or something
else funky (like messages in an oriental language), it will switch to
the same mode as well. It can be observed by selecting different fonts
for plain text and HTML editing (i.e. choosing a fixed with font when
you're working with plain text).
Btw, was there ever an ISO definition for PETSCII? :-)
