That has been already done with a 65C02 processor.  See the 64'er magazine,
the first issues in 1994.

Somewhere I've read that the PLA would have a 80 nanosecond "access time".
I don't know if it applies to all versions of the chip.  But you can replace
the PLA with faster programmable logic, can't you?
