IMO it does matter as
A) A devices is not supposed to handle ATN and so most probably won't have
the software onboard. But that could be supplied by the user in some way.
B) Some devices don't even the hardware to control ATN, only the hardware to
read it. And that is a bit more tougher problem to circumvent IMHO :)

I haven't studied the schematics of Commodore drives and printers that good
to tell you if one is capable of controlling ATN or not. But if you ask me,
I bet on the 'not'. And this simply means the controller (= read computer)
is essential for the communication.
