You got it.  The dots appear when the rest of the video chip tries to read
from a register that is being written.

It just occurred to me that even some VIC-20 video chips produce these
sparkles.  Pasi Ojala has such a VIC-20.  Also, on some VIC-20s, the colour
index 1 is completely white, while in others (including mine), it is more
like light gray.

Have you tried different power supplies?  Or could the delay circuit for
the RESET line be failing?  That would be the 556 chip in earlier board
revisions; I don't know about the BN/E board or its immediate predecessor.
