Vet for a PET

Hi all.

This is an easy one I'm sure.  I started working on my sick PET 2016.  Turns
out the picture tube was dead, and needed replacing.  That was pretty sad,
since I had to put a green screen in to replace the previous white screen.

Anyways, now that I have a display, I notice it always powers up with a
"READY" prompt in the upper-left hand corner.  The cursor is located over
the "R" in READY, and is blinking. Hitting return gives the ML monitor.
Although all output is restricted to the second-line from the top of the
screen, I did manage to do a "M 2000 3000" command.  Memory there comes back
as FF 00 FF 00 FF 00 FF .. etc.  So that looks OK.  There are two banks of
memory.  The row closest to the back of the machine is occupied.  The one
closest to the front is not.

I managed to swap out all the ROM chips (they are 901465-01,02,03 as well as
the kernal 901447-24).  The same bevaior occurs, so I'm thinking its not the
ROMs.  What else could it be?  Is it the memory chips (all are socketed)?
If so, which ones should I look at?  What are the proper values for memory?

BTW, this is a neat machine.  It has the full-metal casing, like the
original 2001-8s.
