Ruling everything out it most probably is a PS for a laptop. Please check if
there isn't mentioned a year of production somewhere.

I doubt that. If the PS needs to measure the current, why not measuring it
in the PS itself? IMHO some pins are used for Ground, the others for +16V.
Maybe one for shielding. You can check yourself by first measuring which
pins are shorted to eachother. Knowing that, you measure the voltage between
the found groups.
