GeoCities is pretty easy to work with and the
bandwidth seems acceptable at all times, unlike some
other free web servers I've encountered. If you don't
know HTML (but why not, its really EASY) you can use
GeoCities PageBuilder web-based HTML generator. 

PageBuilder requires you to fit your page into a
template and its not very flexible. GeoCities will
attach a small JavaScript to the end of every HTML
document served up, which displays the Ad Block, but
most other free web servers do the same. The Ad Block
is quite unobtrusive compared to the large banners and
pop-ups used on competing services, and it can be
closed by the visitor quite easily.
