I need a file conversion program
that can take some kind of PC format image and convert it to at least
640x400(80 col by 50 rows) Commodore cell style.
  It also needs to be able to write eight bit color data instead of
four(upper nibble select one of 16 pallete for the entire cell and all
the rules apply for the lower nibble) and define a pallette 256 color
pallette of 5 red 6 green and 5 blue(byte one rrrrrgg  byte two
ggbbbbb).
