The simple answer is that the color signal originates in the VIC chip.
Try replacing that, if you can.  The RF modulator is also connected to the
color signal.  It is possible that a defective modulator may be pulling 
the signal down.  There is also an adjustment for the color frequency
inside the RF modulator, but this should not affect a monitor.
