You described Palettes quite well.

Your Questions about how the "C64 on a Chip"/SuperVIC will work, have to wait until Jeri releases it :-)

The C65 for example has a Palette-Complement-Register, so you can have several Sub-Palettes, which can also be switched
at Rasterlines.
(The Palettes-Entries start at $D100,$D200 and $D300 for R,G,B and can not be moved into normal RAM).
