The schematics, the logic equations and the software will be open source.
A hobbyist-friendly version of the circuit would probably use a MC6821 PIA
and some glue logic.  The software requires 9 programmable output pins: 8
for ROM bank selection and 1 for disabling the ROM.  Some more outputs can
be used for disabling certain RAM banks and for RAM write protection, but
they are not absolutely necessary.
