seems to be what I was looking for indeed!
It *might* have a bug anyway:
frank_at_anemos:~$ bin/g64conv.pl test00.0.raw c64test.txt
Unknown conversion c64test.txt

this should be a valid from-to pair, but it doesn't work (might be
some regular expression pattern wrong somewhere).
Using scp format works fine however.

frank_at_anemos:~$ bin/g64conv.pl c64test.scp c64test.txt
Reading raw track 0
   Using rotation 0: 31641..63281 for track 1
   Using speed zone 3 for track 1
