C64 & Amiga secon fire buttons

Is the C64 second fire button POTX (pin) connected to 5V? Ie. the signal
floats normally and is connected to 5V via the fire button.
Does it need some large value pull-down resistor or does it really just
float?

And is Amiga the same except the fire button connects pin9 signal to GND?
