Hi,

it is simple

a) C64 keyboard was not only c64 keyboard , but also vic 20 and 4032 
(monochrome c64) and
b)  there were few different pcb-s, space was needed for pcb (edge 
above) and also space to bend cable (notch bellow)

Wider on top: rubber dome(no spring) keyboard, round rubber like in remotes
-pcb with an edge above: - so you can use connector with a wires
-pcb with an edge above: - to save one connector they soldered wires 
directly to pcb

Narrow notch on bottom: Mostly Mitsumi with spring single sided pcb ( 
and latter double sides )
-pcb with soldering holes for wires instead edge on the bottom of 
singleside pcb, notch is there in order to have room to bend cable
and return it,soldering blob is inside keyboard
-pcb with soldering holes for wires instead edge on the bottom of 
doublesided pcb, notch is there in order to have room to bend cable,
and return it,soldering blob for wire is bellow keyboard.

No notch at all: Mostly Mitsumi with spring double sides pcb
-pcb with soldering holes for wires at the top of doublesided pcb, 
soldering blob is inside keyboard,
there is no need to bend cable
