TED has 3 timers that can generate IRQs and the raster counter that is 
also able to interrupt the CPU.

But if you want IRQs triggered by an external event you need extra 
hardware on the C16/116. Either the 6551 or another I/O-chip. For 
example a 6522A hooked up to pin 18 of the PLA which places it at 
$FD20-$FD2F (memory space meant for speech synthesizer?)
