I don’t think it is as sophisticated as what you are talking about with a hypervisor, but it is clearly performing some kind of MITM on I/O calls and then executing I/O at its native speed. There is probably a fair amount of magic in there that is irrelevant to this discussion since it facilitates compatibility when running at higher than stock CPU clocks.  It does make me wonder though if a somewhat less complicated solution with a microcontroller piggybacked onto the kernal ROM (and presumably on the 1541 side) might make this kind of DMA-like performance possible without breaking compatibility.  I’d guess the cost might quickly approach that of a U64, but it would be the more purist approach with original hardware, and U64’s are more or less unobtanium new at the moment.
