Don't "we" have any (even highly indirect) contact with CBM engineers that designed those? If they're still around these are unfortunately very last moments to document answers for such questions. I like that Bill (Herd) for a good example wrote a number of pages about what and why was made the way it was e. g. in the C128. It wold be fantastic to be able to get to some answers from VC-20 / C-64 guys. Yeah - I know... but still.
