I did some experimenting - on a PAL VC-20 the bottom two raster lines (i.e. the 
last two lines before the equalization pulses start) are always set to the 
background color, regardless of values you put in $9001 or $9003. The one 
exception is if you set $9001 to zero, then the bottom line contains garbage, 
but the second line from the bottom is still background only.
