I remember it being both temperature dependent and particular power-cycle (sic!) dependent so this is one thing but I kind of hoped that maybe one board/VIC-II combination, or even board/VIC-II/PLA combination is more notorious than the other. And the previous time I checked some time ago I remember finding two PAL machines exposing the issue quite quickly. Unlike this time, when I really need it :-(
