Cursor#18 HI-RES

In a related matter, I wanted to try out if Cursor#18 program HI-RES
works better now that I changed VICE so that in CRTC-less machines the
screen refresh is actually 60 Hz.

I just copied the values from rom edit-4-40-n-60Hz.901499-01.bin,
graphics mode at E7C3. That results in
PET: cycles per frame set to 16650, refresh to 60.060Hz

I'm not sure how close that is, but it must be better than the 55.803Hz
from before. With that you can see in about a minute already that TI$ is
too slow.

Anyway, the HI-RES program still didn't work, in fact it shows nothing
interesting at all. Not even flashing stuff or anything.

I'm tracking this at https://sourceforge.net/p/vice-emu/bugs/1260/ .
Anybody here who can give me some input?
