Here is an example of how to have a bowtie latch in a GAL16V8. The Ready
(RDY) signal is the only output using the D Flip Flops in the GAL. The
circuit will output a one-clock Ready pulse every time Step goes high. It
will not issue another Ready pulse until Step goes low and then later is set
high again.
