As Marko said: you can leave the ROM active, since you can switch I/O in
from the outside, and RAM is there for a write-through anyway.

But I think the SCPU has it's own copy of the character ROM, just like
it has copies of BASIC and KERNAL.

BTW, Marko: good point about the MMU adaptor in the 128. I forgot about
its existence.
