The 1541 roms were registered in the us copyright office when commodore
sued the clone drive manufacturers because by registering first you can
sue for damages. commodore didn't bother registering the c64 roms
because they had nobody to sue. It's not strange at all, you can't (or
at least shouldn't if you're being honest) build an argument out of that.

Since then the registered copyrights have been transferred multiple
times as the IP has legally passed between various parties. They've
always been transferred en mass, the public record of which is just the
things that they wanted to copyright.

I'm sure anyone important enough for cloanto to talk to would have
access to more proof.
