Regarding U9, U10, U11 and U12, apparently you have two jumpers to 
select whether LO and HI should be one 27128 each, or a set of two 2764. 
Thus you have four slots for 2-4 chips depending on the configuration. 
Santo's board was installed with two 27128, mine has one 27128 and two 2764.

U4 is blank on both known boards, of which Santo's working without it 
but mine currently doesn't.

I don't know about cloning, where would you get spare TED chips from? 
FPGA solution? I understand that the 7501 can be replaced by a 6502 + 
additional circuitry.
