PET 2001 320081 manufacturing fault / layout failure ?

Hi,
I just cleaned my new Japanese Blue PET 2001.
It has the 320081 board (downside 320080 Rev. D).
I think it gots this board because of the Japanese 2316 char-rom.

On both ports (J3 / J6) doesn't turn a tape drive.
I measured all - everything seems to be fine. I changed all three
transistors for tape motor #1 - the z-diode is ok. The tape doesn't
run...???

I take a look at the tape connectors and cannot believe what I see:
The contacts misses the via's !!!
So the signals are only on the backside of the pcb!
But all tape drives from Commodore have the contacts in the connector only
on the upside!!!

What to hell is this...?

PS: Now I know why the original (and not working) mounted tape has a
selfbuilt connector.

Can anybody confirm that? - Are all 6560/2316 boards wrong?
