After downloading SVS's Ultimate ROM Map and cross referencing with the 
actual ROM, I found there is a rows link table at $07EE - $07F1 on the 
Plus/4. It doesn't behave exactly like the one on PET/VIC/C64 (not 
surprising!) but supposedly you can fiddle with the values in the link 
table to prevent scrolling from happening.

Possibly the C128 as mentioned by Mia does something similar?
