What makes you think so? When doing a write like "sta $87" or "sta 
$1234" the write action takes only one complete cycle. That is 
exactly what happens with the 65C02. But that is also what happens 
with the 6509. OK, the address $0002 is present for tw whole clock 
cycles but the first one is a read. 
Please have a look at a normal "sta" and compare that one with this 
one.
